Panama has established a special fund to pay for security operations around parts of the Panama Canal, using contributions from the Canal Authority and placing the spending under the administration of the National Aeronaval Service.
The Security Ministry adopted the measure on August 31 through Resolution No. 230. It took effect when published in the Official Gazette on September 14. The resolution does not disclose an initial contribution or set a funding ceiling.
The fund will support a joint command created in July to protect seven areas under Canal Authority administration or control. The command brings together Panama’s police, aeronaval and border services, along with its emergency-response system. The arrangement does not transfer control of Canal operations from the authority.
Authorized spending includes patrol boats, vehicles, drones, cameras, radar, communications and cybersecurity systems. The fund can also cover maintenance, supplies and work on facilities such as observation posts, docks and control points. These are permitted uses, not an announcement that particular purchases have been made.
The Canal Authority will provide funds under its security-services agreement with the ministry. Before an expense is approved, the authority must endorse a report explaining how it relates to the services provided. Purchases remain subject to public-procurement rules, and Panama’s Comptroller General will have oversight before and after spending.
The resolution also designates operational plans, documents and accounting records associated with the fund as reserved and confidential, citing national security and protection of critical infrastructure. That restriction could limit public scrutiny of expenditures even as the fund remains subject to official controls.
The new account creates a dedicated financing mechanism for protecting a waterway central to Panama’s economy and international shipping. Its financial scale will become clearer only if the authorities disclose how much the Canal Authority contributes.
