Mulino and German Minister Discuss Security and Investment

President José Raúl Mulino and German Foreign Minister Johann Wadephul discussed closer security cooperation and German participation in infrastructure projects during an October 29 meeting in Panama City.

The talks at the Palacio de las Garzas covered organized crime, drug trafficking, trade and freedom of navigation, according to Panama’s Presidency.

Both sides favoured stronger information-sharing and common strategies against narcotics trafficking across the Atlantic. Wadephul also expressed interest in strategic Panama Canal projects.

The visit combined diplomatic discussions with humanitarian assistance. Panama’s Foreign Ministry said Germany delivered 60 tonnes of earthquake relief supplies on the evening of October 28.

The shipment included water filters, cooking sets, tarpaulins, blankets and folding beds for communities affected by the October 9 earthquake.

At a separate press conference with Panamanian Foreign Minister Javier Martínez-Acha, Wadephul said German companies were interested in railway, road and other infrastructure projects. He also announced plans for a German business delegation to explore opportunities in Panama.

The statements reviewed did not announce specific investment awards, financing commitments or construction contracts.

Germany’s interest reflects Panama’s importance to international shipping and European supply chains. Before departing on October 28, Wadephul described Panama as the most important Central American market for German business and emphasized the Canal’s strategic significance for Germany’s export-oriented economy.

During the joint press conference, he also backed Panama’s legal position on the Canal’s neutrality and freedom of navigation, TVN reported.

Martínez-Acha reiterated that Panamanian sovereignty and autonomy over the waterway were non-negotiable.

Wadephul’s Panama visit preceded his planned participation in the G20 foreign ministers’ meeting in Atlanta.
