Panama’s Cabinet has authorized revisions to the proposed 2027 national budget, retaining its overall $35.112 billion ceiling while redistributing funds among government institutions.

The October 20 decision allows the Ministry of Economy and Finance to incorporate changes into Bill 644 and return the revised proposal to the National Assembly’s Budget Committee. The budget still requires legislative approval.

The Presidency said the revisions followed committee recommendations and an assessment of available resources, spending priorities and institutions’ capacity to execute their allocations.

Among the changes, La Prensa reported an additional $23 million for the National Assembly’s operating expenses and $10 million for the Autonomous University of Chiriquí, known as Unachi.

The newspaper also reported reductions in proposed allocations for the Education Ministry, the National Decentralization Authority and the Panamanian Autonomous Cooperative Institute.

Published accounts differ over the total value of the movements. Government communications describe adjustments of approximately $186.8 million, while La Prensa reports that the published resolution contains a broader set of increases and offsets. Those figures should not be treated as equivalent without a reconciliation of the underlying budget tables.

Finance Minister Felipe Chapman said the overall spending proposal would not increase and maintained that it complies with Panama’s fiscal responsibility framework.

The government also said some requests involving earthquake-damaged hospital infrastructure would be financed through extraordinary emergency mechanisms. It presented that approach as a way to avoid assigning funds twice for the same needs, although the announcement did not identify every facility concerned.

The revised proposal follows the Budget Committee’s earlier recommendation for approximately $199.1 million in additional institutional allocations.

Cabinet authorization is an intermediate step. The Assembly must now examine the revised distribution, including the funding sources for increases and the consequences of reductions elsewhere, before approving the final 2027 budget.
